This Technical Report was prepared for those who are looking for additional information on the Plan, how it was prepared, participants in the planning process, sources of information, and the arguments for the choices that were made. The Technical Report is divided into five sections and each one can be downloaded as a separate PDF file.

Section I: The Metropolis Plan: This is a more detailed version of the Plan which provides further analysis, supplemental information, and additional detail.

Section II: Models and Methods: How the Plan was Created: This section describes the models as well as the techniques and processes used to prepare the Metropolis Plan.

Section III: Scenarios: This section describes the various alternatives that were created and evaluated in order to develop the Metropolis Plan.

Section IV: Performance Indicators: This section includes sum mary descriptions of how the results of the scenarios were measured, and a comparison of the results.

Section V: Acknowledgements: This section is a thank you and an acknowledgement to the numerous organizations and individuals that contributed ideas, data, resources, and support for the preparation of the Plan.
